This is easy!

In order to implement default agendas, just make a file called Agenda.txt with the default agenda content, and place that file in the same folder as OML.ini

* Why are we here
* Have everybody read the attached information?
* Decision of the thing we need to decide

Formatted Agendas

Additionally is it possible to use formatted Agendas, by adding the Default agenda as an rtf file: Agenda.rft
